Import problems

I just downloaded Photoshop Elements 2021 and it wouls not let me import from a card reader or delete any pictures in the catalog.  I decided to download 2024 and have the same problem. Unable to import pictures off of a card reader.  I connect the card reader to computer and insert the card. Made a new folder and try to ckick on import and nothing happens.  Tried to delete some old pictures off the organizer but none of the tabs work.  What is the fix for this.
