Impossible to install - "unable to find critical file/directory"

Hi, on my iMac (OS Mojave) I've tried to install Adobe Photoshop Elements 2020 because I want to try it, but as I start the installation a popup appears (the system is in Italian) with a warning.

I've tried with other standalone installation and I have the same problem.
The program is unable to access a critical file or directory. Try to reinstall (error code: 41)
