In Latest update to PSE 2020, Image Quality for Save Keeps Changing

I just downloaded an update to PSE 2020. Normally, when saving jpg's, I like to set an image quality of 11 when saving. Once I have saved at that setting, all additional images I load, modify and save would default to that qualaty level of 11. Now it may default anywhere from 8-12. Why?

After about 25-30 edits, usually in groups of 5), the quality setting seems to have stabalized.
