I have forgotten how to add faces to be recognition-processed.  I have gone through some steps, but they don't work.

Just so that I have answered your question completely, you need to use the Import>From Files and Folders to import your newly added files into the catalog.  You can select multiple folders for import (using Shift or Ctrl+Click to select the folders).  Once the folders are selected, you click the Get Media button.  Facial recognition will then be applied automatically to your photos and you will name the recognized photo stacks in the People>UnNamed room.

If we add photos to our PC manually into a watched folder, then Elements picks them up when it is next run, will it run facial recognition run on them?

Face recognition is conducted automatically by default.  Go to the People>UnNamed tab and you will see stacks of all of your catalog's recognized faces.  You will then be able to name the faces.

If you are not seeing any face stacks, then go to Edit>Preferences>Media Analysis and make sure that the face recognition box is checked.
