Inadequate RAM for Ps Elements 14

Have been successfully operating Ps Elements 14 with Windows 10 OS for past 12 months on my HP Spectre laptop, however recently (presumably following Windows OS update) I now receive an inadequate RAM message when seeking to perform editing actions on images.  I have 4Gb RAM on HP laptop. Microsoft suggest it is an Adobe issue/fix. Any helpful advice would be welcomed.
