Include In the Elements Organizer won't stay unchecked

I just upgraded from PSE 15 to PSE 2019, Mac version. In 15's save dialog box the option "Include In the Elements Organizer" once unchecked would stay that way permanently, no matter which kind of Save action was in play. I haven't found that to be the case with PSE 19; with the next Save I find the box checked again, and the addition of "edited- " to the file name when the option is checked is a major annoyance. I see a few other posts about this in the forum from users of previous versions, but they've either remained unanswered or the response has been, "well it should stay unchecked."

Nothing I see in the preferences seems to relate to this. Is this a change in this version of PSE? A bug? Something I'm missing?
