"Inking" edges of image in a Layer

I use PhotoShop Elements 15 for scrapbooking/crafts.  We crafters like to "ink" around the edges of the paper with a dauber containing whatever color of ink we choose, usually black or a brown color.  For Photoshop, I want to add this effect or similar effect to an Image I'm currently working on.  Can't figure it out to save my life.  I know there has to be a way to get this effect.

    You can achieve this by using guided edit-painterly.

    Arshla,  thanks for the help.  For some reason, after I click on Paint Brush and set the size of my brush, etc., then click on my image to apply the effect, nothing happens.  So frustrating, because I think using this Guided Mode will achieve the look I'm after for my image.  I just can't get it to apply to the image.   What in the world am I doing wrong here?  Any add'l input or suggestions would be much appreciated.

    Please try quitting and restarting the application and then again try out this guided edit.

    It should work fine then.
