Install Adobe Photoshop Elements 14

I have uninstalled on one computer to install on another, which I undersrtand deactivates.  New install doesn't work on new computer says 2 licenses already used.  BUT I have just uninstalled one of my two computers, which should leave one free for my new computer.  Too obvious eh?  Chat can give no answer, promised a call back and then reneged.  Where do I go from here?

No, an uninstall does not automatically deactivate... unless the uninstall process specifically asks 

 

When you can't deactivate a serial number
BE SURE TO ONLY ASK FOR ACTIVATION SUPPORT TO ADJUST YOUR ACTIVATION COUNT

-click the chat icon at the bottom right of the page to open a chat session
-the chat icon looks like '3 dots inside a circle' at the lower right
-type AGENT into the chat window to connect directly to a person rather than the AI

Thanks for the response, but I have read on the Adobe site, that uninstalling deactivates, however you are obviously right, as it doesn't.
I have tried the chat, once being told I would get a telephone call back if I furnished my telephone number, which I did, and then that was reneged on, then secondly being hung up on a message saying, it was busier than expected for nearly an hour, so I had to admit defeat. There must be a lot of people with issues.
