Install crash

I puirchased elements Photoshop and Premere 2020, It crashes at the option screen. I previously had Elements 2018 and it worked great. I have a Dell LapTop Inspiron i7, running with the starndard Dell installed Windows 10. can someone help with the install.... i tried to call Adobe but they do not answer.

the 2020 is brand new ordered from Amazon and i am trying to upgrade to the 2020 version. It is a standard Laptop

can anyone help...?

or do i just send it back to amason....
