Installation error when loading PSE 2021

When I try to install from online or my disc I get an error message. The message says CustomHook_HD_EO.exe - system error and then MSVCP.dll file not found. I have found the dll file in my program files (x86) under common files\adobe\adobe desktop common\DEBox but obviously that is not where the program is looking... I can copy the file and put it where it needs to be if someone can tell me where that would be???

Did you download the 2013 version?  That seems to be the one that is usually missing for earlier versions of the program.  If you haven't done so already, download both the x86 and x64 versions of the Microsoft package from my link and see if that helps.

I have downloaded all the Microsoft Visual C++ downloads and ensured that my Windows 11 is up to date. It is a brand-new computer, and I even had Dell customer support help me. They said the problem is with the Adobe software.
