Installation issues with Photoshop Elements 15 and Premiere Elements 15 Student/Teacher Addition

I purchased this the Adobe Photoshop Elements 15 Student/Teacher edition from Best Buy and I am getting an error message that this is priated software.

The message is as follows:

Adobe Genuine Software Verification Failure

The product you are trying to install is not an Adobe Genuine Software and appears to be counterfeit.  Please report piracy or contact customer support for assistance.

I followed all instructions and I received my teacher verification e-mail, my serial number for the products and I have the product code.  I have tried to install the Application Manager, which I found as a potential solution on this forum, but it will not install.  Very frustrating!!  Can anyone explain what is going on?

    Please see this thread for correctly installing Adobe Application Manager:

    Adobe application manager fails to update/install

    And then try installing PSE.
