You can download the applications direct from Adobe and then activate them using the serial numbers you should have on the DVD sleeve.

Is it Photoshop Elements, not Photoshop?

Are you installing from the Creative Cloud app?
What "disc"? Photoshop is only available by subscription and is a download.
What version and where did you get it?
