Installation of Photoshop Elements 2023

I purchased Photoshop Elements 2023 on e-bay, and received a card with the serial number on it and instructions to enter the number when prompted at the adobe.com/go/elements-esd site, but there is no prompt there. Can anybody help?

This is probably a scam. Ask for your money back. When I entered the URL shown in your post, I got a security warning.
