Installation problem Elements 10 on macOS Sierra 10.12.4

I had to wipe my Mac because Sierra didn't install probably. Now I have to reinstall Elements 10 and it won't work. Clicking on the install file brings up an error 'Install can't be opened. You should eject the disk image.' I've googled extensively and searched these forums and tried two things - something about following downloading as a creative suite (can't quite remember what I did now) and dragging the file into the utilities folder on my computer. No success.

Does this mean that basically elements 10 is invalid now because of the new mac operating system? If so I'm so annoyed because now I have to start paying for a newer product when I was perfectly happy with elements 10.

To install photoshop elements 10 follow the instructions on the below link under Creative Suite 5.5, 5, and 4

Thanks for your help but unfortunately this is what I had already tried. When I click to open and install I get an error saying 'install' can't be opened. you should move it to the trash.

These directions are for pse 9, but should work for pse 10 as well.

How I can download and install Elements 9 ?
