Installation problem with PSE 2020

I cant install PSE 2020 ( DVD-version). If i give the serial Nr., a window with the message "your browser or your

OS or Adobe PSE ist not actual".(red) My OS is Windows 10 with the latest update from august 2020. Therefor the

the internet explorer 11 is actual?. I have changed to microsoft edge but with no success. Always i became the Message " no internet connection"

I have tryed the "download-way" and give my serial Nr. But without success.

Is there a clever idea? Otherwise give me your adress...

The last Screenshot shows my status at the same time. My Serial Number is giving to me after input of the calling-code. Thank you for the help.
