Installer failed to Initialize

I've been having Problems with my Photoshop and Premiere Elements 14. Everything I looked at told me to Uninstall and then Reinstall. I uninstalled, but now it won't Reinstall. An Error keeps coming up saying, "Installer failed to Initialize. Please download Adobe Support Advisor to detect the problem". I go to Adobe support, I've looked through numerous forums with no luck, Devnag from "Customer Support" just told me to go here. It's been almost two weeks and I can't find a solution. Has Anyone encountered this before? If so, is there way to fix it?

Apple with Sierra?

Apple did not maintain backward compatibility with old programs in El Capitan or Sierra

-Adobe has a workaround to Apple's problem of not maintaining backward compatibility

I have Windows 8.1 64Bit. I've owned the program for over a year and it was working Fine up until a few weeks ago.

Try updating Adobe Application Manager by updating it from here Adobe - Adobe Application Manager : For Windows : Adobe Application Manager : Thank You

Then try installing PSE again.
