Installing Elements 14

Have downloaded Photoshop Elements 14 however, when I attempt to install I get  message that adobe installer program is running and I need to close installer and retry....How do I find wht adobe installer is running and close it?

    Creative Cloud Installer (Not Responding).....

    Is this what prevents me from installing Elements 14?  If so, how do I remove it or fix it?
