Installing in private network in goverment office

I'm trying to install photoshop elements in a closed network with no internet , i creted a Create cloud pakage that contain the licenses . but install fails by trying to reach internet.

is it possible to install photoshop in a close enviroment

    According to the System Requirements, an internet connection is required for product activation.  To determine whether there is any way around this, I suggest you contact Adobe support in a chat session (on a computer that has internet).  Go to Adobe.com and click the Contact Us button from the Support dropdown menu.

    What license plan do you have? Is this a government user? What country?

    Actually I missed a lot of detail. Photoshop subscriptions have a special government plan you can apply for but I don't think this applies to the consumer product mentioned.
