Installing Photoshop Elements 2021 on a Citrix environment.

I am trying to install PS Elements onto a new Citrix environment (2019 Windows).  It was previously installed on a 2016 set of Citrix servers by someone who is no longer with the company.  The installation seems to work fine but when the executable is launched the users are being asked to Sign in.    This does not happen on the older set of servers.  As I understand it there are a set of licences associated with user profiles somehow.

A colleaugue suggested that there might be command line switches that let it use Roaming Licensing (Setup.exe /sALL /msi ROAMIDENTITY=1 ROAMLICENSING=1).  However, the instsllation executable is called:  PhotoshopElements_2021_LS30_win64.exe and it does not seem to have any command line switches that I can use to install in a different way. 

Does anyone know of a way to install PS Elements into Citrix so that it will use roaming licences?
