Installing PSE 10 on a new computer

My old Apple MacBook Pro has died, so I am buying a new computer.  I wish to install my copy of PSE 10 on the new compute and have the installation discs but my new computer doesn't have a disc drive.  Am I able to download PSE 10 from Adobe and activate it using my existing key?

Also, will PSE 10 run with Mac OS Sierra?

I looked at the FAQ's and previous posts but didn't see one that covered my situation.

    Download form here : Download Photoshop Elements | 15, 14, 13, 12, 11, 10  and use the same serial number that you already possess.

    I downloaded PSE 10 but it didn't complete, reaching only about 750MB of 2.2GB.  On reading further I found that PSE 10's system requirements states that it needs Mac OS 10.6 to 10.8.  My new Mac is running Mac OS 10.12.6 so I wonder if the failure to complete the download is telling me PSE 10 is incompatible with my new computer.  Do I need to buy the latest version?
