Interesting PSE2018 date time behavior and DST bug

So today I was editing an older photo that was taken in May a few years back. I saved the new version with an "a" suffix to the name. When I then went back to the Organizer I expected for the photo to be shown immediately after the original (oldest sort). It was not. For a while I could not find it, but it was there, many photos earlier in the line. Sorting by name revealed what happened. While saving post edit, the editor changed the time of the original to DST time!. I guess since I edited in January and original was in May the software tried to adjust the time? Anyway the edited photo year, and date were correct, but the time was off by one hour. (original 10:31am, edited 9:31am). Thinking that was weird, I edited a photo taken in January. Well this time the editor kept the same time!

I had noticed some odd time quirks before, but this is the first time I think I might have a clue as to what happens.

Any one else observe any 1 hour time jumps in your edited photos? (This behavior is repeatable) Can we spin this into a feature ?
