Is it OK to uninstall elements 13 after installing elements 15?

The photos are on your hard drive wherever you put them. They are not stored in PSE.

Unless you are pressed for disk space, I would not be in a hurry to uninstall PSEv.13. Make sure that PSEv.15 work well before you do it.
