Is it possible to add your own graphics to the menu?

I am a relative novice at this program. I have Adobe Photoshop Elements 14 & Adobe Premiere Elements 14. I haven't found a way to add my own graphics to the graphics menu such as backgrounds, frames, etc. I can't believe they have no way for us to do that. Does anyone know of any way?

    For backgrounds:

    Use one of the selection tools to select the foreground, then place the selected foreground on its own layer (CTRL+J). This will be layer Layer 1.

    Place a blank layer between the background layer and layer 1 and fill it with a new background of your choice, e.g. color, gradient, clouds, etc.

    For frames:

    With you picture file open, go to Select menu>all

    Open a blank layer above this

    Go to Edit menu>Stroke(outline) selection. Enter the width of the stroke in px,  and choose the color

    No. These manipulations are unique for each session, except the stroke width is sticky until you make a change.
