is Photoshop elements 16 compatible with windows 7 64 bit ?

I am considering pse 16 for my windows 7 64 bit but have been advised only 15 will support it.

I'm running PSE 2018 on W7 with no issues.

Odd. Support for Windows 7 was not officially dropped until Elements 2020 (version 18)

PSE 2018 (version 16) is definitely supported on Windows 7 SP1.

 

As @Greg_S. says, there's the license transfer process to consider.

 

Also, if you're buying a used copy, beware of pirated versions, fake serial numbers and malware. You can't conclusively verify you're buying a legitimate used copy until you try entering the serial number on your own device. By then, you've parted with your money.

 

There's also this new activation process recently introduced by Adobe to activate legacy software such as PSE 2018.

Here are the official specs for Elements 2018 (version 16):

In addition to everything Glenn has said about using a second-hand copy of the program (if that is the case), Adobe has strict rules about how to transfer a license.

Below are the OS requirements for PSE version 18- (which is called PSE 2020)
Since version 18 is supported with WIN 7, logic says that 16 should work.  I'm guessing that there is a 90% chance it willl work just fine, using the compatibility mode found in your OS settings (Just  right mouse click on the icon that started the editor to find commpatibility mode settings. 

For some weird reason I cannot find the OS requirements for PSE 16.  

I used to purchase old copies of the program at yard sales for $5, but stopped- it simply wasn't worth the effort to get it to try and work. 

A FEW WORDS OF CAUTION:

Your OS is old, discontinued, and not supported by Windows.   You may end up installing it and still not have it work.   If you use camera raw to take photos you will be limited to what version of Adobe Camera Raw you can manually install if your camera need a newer version. 

If what you have is a dvd purchased at a garage sale, for example, you still may not be able to register it as the previous owner of the software may have installed it on two computers- but never logged out of the program to "deauthorize" that copy on those computers.

@Glenn 8675309 , those Windows specs look like they're for Elements 2018 (Win 7 supported) rather than Elements 2020 (Win 7 not supported).
