Is there a fix for PSE 13 spinning mouse after MacOS Mojave upgrade?

I have found lots of questions for the spinning mouse problem in Photoshop after an upgrade to Mojave, but no fixes. Is there a fix?

After shutting down and restarting my computer twice the spinning mouse problem went away.

However, now I have the problem that after working on a photo/saving/and closing that file, when I try to open a new file from iPhoto, photoshop will close. If I open a file from any other part of my mac (desk top or documents) photoshop stays open and operates as expected.
