Is there a way to buy an activation code as a gift ?

Hi there.

Is there a way for someone in the US to buy a photoshop elements 2021 acvivation code and send it to someone in the UK as a gift ?  So far as i can can tell if they piurchase one it's linked to their account and not the account of someone they might want to gift it to.

Any help would be appreciated.
