Issue with Previewing Outer Glow

I'm having trouble with Photoshop Elements, specifically with the outer glow. It is the only layer effect that I can't preview at all, and it only shows up once I simplify the layer that I am working with. It is pretty infuriating to have to use trial and error on the outer glow and I am wondering if anyone else has had this issue? Here is the info:

I am on Photoshop Elements 15.

"Show Layer Effects" is pressed.

I can preview every other layer effect, but not outer glow.

I have really only tried this on Text Layers, but these layers have already been simplified so there is no reason they shouldn't preview. In order to view the glow, I have to simplify it a second time.
I can preview outer glow older files, but not new ones I make.

I have my Photoshop and Premiere elements set to open directly into the programs rather than go through the welcome screen. This started happening right after I had done this.

Has anyone else ever run into this problem? I am a beginner to Photoshop so there is a good chance that something accidentally got clicked but I have gone through everything I can think of and it still isn't working.
