Issues with Adobe elements 2022

There are issues with being able to open Adobe Photoshop 2022 elements. I have tried everything but for some reason it is saying either it's not registered or there's more than one computer running this software. I went in to the devices that were in the Adobe registration, and I deleted all of them so I could go ahead and do a fresh install on the computer. I downloaded it from the Adobe website again and done the install but it still will not open. Does anybody have any suggestions?

    We need to know the exact message you are receiving.  It is best to show us a screenshot of the message, but do not include any personal information or serial numbers in the screenshot.  

    What OS are your running?  Have you recently upgraded from Windows 10 to Windows 11?  If so, download and install the Microsoft Visual Studio 2013 package.  Download both the x86 and X64 versions.

    It sounds like the issue may be related to Adobe’s activation servers or a licensing cache problem rather than the installation itself. Even after reinstalling, leftover activation files can sometimes cause the “not registered” or “too many devices” message. I’d suggest signing out of Creative Cloud completely, restarting your computer, then signing back in before launching Photoshop Elements. You can also try running it as Administrator and temporarily disabling antivirus software during activation. If the problem persists, contact Adobe support directly. In the meantime, if you just need quick image edits, you can Try it in your browser with an online editor while resolving the license issue.
