Issues with Painting

My Photoshop Elements 10 won't let me paint a lighter colour over a darker colour i have already painted. I have to create a new layer each time and merge it. Please help! (i know nothing about the in's and out's of photoshop so please don't assume too much prior knowledge on my part)

    Are you getting an error message, or is it that the paint brush has no effect or is not active?

    What exactly are you trying to accomplish?

    It might help if you post a screenshot of your work area, including the open Layers Palette:

    - Hit the Print Screen key on your keyboard to capture your work area.

    - Add another reply and type Ctrl+V to insert the screenshot.
