It''s the same thing to have Camera raw filter under menu "File" or in "Filter"?

Thanks , I understand, indeed, I see how limited is camera raw filter on Elements... unfortunately, we are just studing , not professional, but studying the tutorials requires camera raw.... but is true, camera raw on elements it's the same to not have it... don't change too much the results... and that's sad...

anyway I will try to use external softwares to modify the colors and then, import on Photoshop elements again the image. I think Topaz Softwares do a good job and price is around 100 $ .   But I have a curiosity, about Photoshop cc camera raw. There's 2 type of Camera raw? I mean, there's Camera raw under the menu 'file', and the 'Camera raw' under the menu filter? Are two different things or it's the same thing?

. . . But it is possible to open even a jpeg file in ACR from the File menu.  As Michel says, the ACR is very limited and is not going to be much help in anything but the most basic tutorial that uses the ACR filter in CC.

Sorry, there is no camera raw filter in Elements. Only in the full Photoshop software.

I am sure you already know that the version of the ACR converter in Elements is a seriously limited one.
