Keeping a background transparent when importing into Publisher, etc

I am trying to isolate part of an image with a transparent background to use in other packages. I am using Photoshop Elements 2025 and have been able to create what I want and save it in PSD format, but I can't import that into Publisher. If I save in JPG the backgrouond isn not transparent, but white. Any ideas?
