Lasso not removing everything (18)

Using 2018, but problem existed with 13.  First pass with lasso works fine; i.e. removes the area I defined with the lasso and "exposes" the appropriate background.  Subsequent attempts result in an area removed, then the area put back, or the area filled in with a portion of something adjacent to the lasso'd area.  For example, removing a person and suddenly I have the design of the adjacent person's shirt filling in the lasso area rather than the portion of the lasso person going away and the background showing.  Can't seem to get the person out of the photo.

    Suggestions:

    1. Increase the contrast before utilizing the lasso tool
    2. After you have made the selection with the lasso tool, place the selection on its own layer (CTRL+J), then tidy up with the eraser tool
    3. Try the selection brush tool

    - Increased the contrast. - When I used CTL-J for alt layer the background content is not retained; i.e., the water, shoreline, sky now become all blue sky. - I've tried nibbling at this (I'm trying to remove an entire body), but it goes along fine (slowly) and then suddenly it doesn't remove, but places a part of the person in the lasso area.  An additional nose, eye, hair will appear.  I'm not against cubism as an art form, but it's not what I'm trying to accomplish.

    It should be noted that I'm a neophyte with this tool and its predecessor (13, which I rarely used).  I have become proficient with the lasso for removing small unwanted items, but this large area is giving me a problem. I suspect partly because I don't know enough about the tool.  I would like to be proficient with the tool because I'm getting more and more requests for photos and I really want to do something with my 10's of thousands of photographs; some deserving of special treatment.

    I may have to find a tutor.

    What needs to be done to the picture?
