Lighting effect missing : plug-in available ?

Hi,

I upgraded PSE11 to PSE 2019,

There is no Lighting Effect, I know I could still use PSE11 to use this filter but I would like to know if there is a lighting effect plug-in available for PSE 2019?

    I already read this post and nobody talked about a plug-in, that's why i created a post.

    Someone talks about Affinity Photo but I just bought PSE 2019 ...
