linking photoshop elements 2020 to lightroom 6

Hi everyone. this may seem like a stupid question but i'm having problems trying to link liughtroom and elements together to enable me to export from lightroom to photoshop to work on layers.

can someone explain how I go about this or if I have to purchase something different?
