Load Library Failed with error 1114 A (DLL) initialization routine failed

I have just installed Photoshop Elements 2018 on my laptop.  I have it on my desktop and it works fine.

When I try to open the editor on my laptop I get the error above and the program crashes and can only be closed using Task Manager.

Does anyone know what the issue is and how I can fix it?

Other post advise to set your graphics card/software to "high performance". 

I've done this to no avail.  Whenever I start either Elements  2018 or Elements Premiere 2018 I get the same error.  Rebooting the computer doesn't help.

HEY ADOBE!!!  IS THERE ARE REAL SOLUTION HERE?????
