"I have purchased a three-year subscription for Adobe Photoshop Elements. Although I can open the video and organizer applications without any issues, I am unable to download or access the editor application. The screen continuously displays 'Loading Adobe Photoshop Elements Editor workspace.'"

Did you purchase the Photoshop Elements and Premiere Elements Bundle?  They are two different programs and you need to purchase them both.
