Location Issues

Elements 2023 introduces a very advanced Location capability to assist folks who take snapshots on the road. BUT I have thousands of photos taken over almost 200 years which I have scanned but then must now add the location information.  From all over the world.   The old location tag system really works well.  Can I do somthiong like that in 23?  For instance in 22 I have continent tags and country tags and city/or region etc tags and address tags plus Family/Event/Vehicles etc etc.  After entering the photo in the system I could go the list of tags, pick the appropriate ones --tags --- or enter a new one, What to do in 23?  When I installed 23 it wiped out my list of tags apparently.  Sigh.

  Might 23 be taught to work with user-added tags?  And NOT to destroy existing tags?
