Log-in loop for PSE12

Hello All!

I’ve recently downloaded and installed PSE12 on my new Surface Pro running Windows 11. I can’t appear to sign in though. I get the prompt to scan the QR code, which I do, I get the page to log in, get a verification code to login to my account, put the password in and then it signs me in, but it does nothing to the actual program, I don’t get signed in at all. I’ve tried running it offline, and I’ve tried updating it, and nothing helps, and I can’t contact Adobe because I don’t have a current membership.
