Losing lots of resolution when pasting into PSE

Question

I'm having a weird (for me) problem that seems like it should be simple to figure out, but I'm stuck.

I have am inage that I previously created in PSE that's about 50 MB. I'm trying to include it in a Facebook cover photo banner that I'm designing, but I'm losing all the resoution, it looks like a fuzzy blob. I've tried cutting and pasting from one FSE to another, which causes it to paste in huge, so I have to resize it... and lose all the resolution.

I understand that it's reducing the resolution, but I know there's some way of keeping the sharpness. I see high-detailed Facebook cover photos all the time. I just can't figure out how to get from my 50 MB file to something that will fit into my 830px x 360px layout without losing all the resoluiton.

Can anyone help me out?

The dimentions of the large file are 3319px x 5119px.

The dimentions of the smaller, Facebook file (recieving document) are 820px x 360px. I'm trying to take the entire image from the large file and show it as an inset on the Facebook cover banner (it's a book cover).
