lost tags during upgrade

I upgraded from elements 12 to elements 2019 and lost tags in the process.  Is there any way to restore the tags.

    You need to be in the Details view.  Press Ctrl+D.

    Hi,

    Thanks for posting on Adobe forums.

    Could you please elaborate the process you followed to upgrade to Elements 2019:

    1) Converted the catalog of Elements 12 to Elements 2019.

    2) Did a Backup-restore

    3) Simply imported the images after writing the metadata.

    Which type of tags are missing?

    I initially downloaded the trial version and did not convert the files.  I did an import and was able to see the files but not manipulate them. 

    I tried to do a backup restore and 2019 would not recognize it. 

    I then deleted pse 2019 and the backup file and reinstalled.  The images were still there.  I then converted the catalog from 12 and am able to manipulate them in 2019. 

    I do see the tags I had created in Imported Keyword Tags on the right column in organizer but the tags are not attached to any of the photos. 

    I am not familiar with writing metadata

    Which kinds of tags are missing or are all of the tags missing?
