Measuring Distance Features

I have a very specific question. I want to use Photoshop to measuring. My company makes lots of pictures about small differences, but not all of the pictures made from the same position. Is there any solution ( if we knew the actual size of the sample) to automatically set the program to the correct pixel-mm(or cm) scale ?
