Metadata tags, etc. not saving correctly to the .jpg file

I am adding keywords (tags), people, star ratings, and descriptions.  Only the description (stored as "title" in the file metadata) is being saved. All the other work I'm putting in is available only in Photoshop organizer. Why are the tags, people, and ratings not storing in the file?  (how I know: I look at the file on my computer, right click to look at file properties, and they are not there.  I also view the files in Windows Explorer, display all those fields, and they are empty)  (I am using Elements 11)

    The organizer works around catalogs. All your tagging is kept in catalogs.

    If you want to also write your tagging to the files themselves, use the File menu, write metadata to files. Shortcut Ctrl W for selected files.

    Keep in mind:

    1 - you can store tags, captions and ratings to the files, not albums, stacks, version sets, notes, creations...

    2 - Searching for a catalog and managing keywords is much faster with catalogs. If I want to add a temporary keyword or to remove it to all my 70 000 items, it takes seconds. If I want to do that to all my files, well I would only consider it for a night job, since that implies re-writing all files.
