How can I get Photoshop Elements to work when everytime it comes up and says "Could not complete the Save as Command there is not enough memory (RAM)." I have 16 GB on my motherboard. How much do I need?!!! This started IMMEDIATELY after the latest Microsoft Windows 10 update installed on May 21, 2018 and everytime there is a Microsoft Windows 10 Upgrade the whole systems get screwed up!!!. Sadly, Adobe does not provide any Customer Support, so I am resorting to asking her.

You don't even have to ask here, the same question and the answer are already asked here several times a day since the Windows 10 (build 1903) update. The same memory size calculation issue is causing various problems with different error messages.

Unfortunately, the only known solution today is to edit the registry. See the detailed step by step from ssprengel in that other discussion.

They support only the current PSE 2018 version. You don't state which is yours? The issue is common to several PSE versions including the current PSE2018.
