Missing files in Elements 2019 Clean install

Clean install of Elements 2019 after previous version uninstalled with uninstaller. Tried importing only 57 new pics from card reader as a test. Import appears successful, thumbnails all show up in grid.  Any further attempted operation (before moving, deleting, disconnecting drives, etc.)  results in "searching for missing file" dialog box. Organizer auto search is looking in H drive. An attempt to help it via "browse" button shows it thinks the original location is indeed H drive. During import program created and populated a new folder in C drive under Pictures, with the subfolder date as instructed,

and all the pictures are there. Helping Organizer find the "missing" files by leading it to the correct C drive location and hitting the "reconnect" button results in pop-up window titled "The file already exists in the catalog" showing the following:

H: ... P10000002.JPG
! was not connected to
C: ... P10000002.JPG

The only available action is to then press the "OK" button, which does nothing, leading me back to the start of the whole loop.

I tried deleting all files from catalog, manually moving files to folder on desktop, then importing from files and folders. Same outcome. How do I fix this?

I actually did not use organizer in my previous version so there was no catalog to delete. I eventually solved the problem by just getting rid of Drive H. I don’t know why Photoshop Elements was dead set on going there. Seems to be working now. Thanks for trying to help.

Did you convert the catalog from your prior version when prompted to do so upon first launch of the Organizer?

What update version of Windows do you have installed?

Yes, that is mysterious. One situation in which similar drive issues may appear is when you have cloned a drive and used it together with the original. For instance you clone your old C: drive for use in a new SSD drive and use the original (with catalog and library) as a secondary drive. Both have the same internal serial number and when Elements asks Windows to recognize a drive, it no longer knows which is which...

By the way, even if you don't use the organizer, there is always a catalog and it is used if you don't uncheck the option to save in the catalog in the 'save as' dialog.
