Missing Graphics Images

Hello

I am currently trialling PSE 2023 but there is a problem that was also in PSE 2021.  Using the 'Graphics' that pop up on the right, if I use 'Show All', there are 32 graphics that display blank with a blue triange in the top right corner of each.  The first is named 'Baby' and the last 'Yellow_bg_Leafs'.  If I move one over the the jpg file to be edited, I get the message: 'The download failed. Either the server is currently unavailable, or your computer is disconected from the internet.  Check your connection and try again.'  All other graphics move across ok and there is no problem with the internet.  I have searched around and find that the following folder: 'C:\ProgramData\Adobe\Photoshop Elements\21.0\Locale\en_US\Photo Creations\photo quote\' has 32 folders and files with the same names.  I have PSE on two PCs and the problem is the same on both.  I am using Windows 10.  Are these files located in the wrong place?  How can I get access to these graphics?  I attach a graphics pop-up screen shot.

I have this exact problem and cannot find a solution for opening the missing graphics. Can someone help with this situation?

Open the program.   LOG OUT OF IT.   Uninstall it.

Reisntall it.

The little blue triangles mean it's a source / image that is not downloaded until needed.  You can't go anywhere to "download all the graphics".   Once you download the graphic that little blue triangle goes away.

When I read that with new or inexperienced users that is never a good thing.   Your statement about photo creations has nothing to do with  the missing graphics. 

Things like the missing graphics are typically due to something the end user has done:  QUITE OFTEN IT'S DUE TO THE END USERS ANTIVIRUS SOFTWARE BLOCKING THE DOWNLOAD, 

Uninstall the program.   Download it from adobe using this link (it's the absolute latest version which includes the most recent update.), reinstall it.  No reason for the graphics to not install.

Thank you for your reply.  My sincere apologies for not replying earlier; I thought I had set the Forum up to send me an email when there was a message and then got side-tracked on other things.  I uninstalled the software and reinstalled it using the link, disabling the internet security.  The download version was the same that I had downloaded earlier but I used the new link anyway.  Unfortunately there is still the group of graphics with no images.  It's not causing an issue because I don't know what the graphics are, I would just have liked to know what they are.  I will just ignore them.
