"Missing msvcp110.dll file" error, posted solutions not helping

For anyone else who hits this and might find this with searching, what solved this for me was installing the Microsoft Visual C++ 2013 Redistributable libraries (x86 and x64).  I already had 2012 and 2015-2022, but 2013 was apparently the one that installed the dlls in the spot that Elements editor needed.

How did you reinstall PSE2023?  I recommend you download it from your Adobe accoun, and use that download.

Make sure the program is unistalled, completly.

 Uninstall Adobe Photoshop Elements via Apps and Features/Programs and Features. Look for Adobe Photoshop Elements in the list and click on it. The next step is to click on uninstall, so you can initiate the uninstallation.

IF THATWON'T WORK:

Go to the installation folder of Adobe Photoshop Elements. Most of the times it is located in C:\Programs files or C:\Program files(x86).   Find the unistall.exe file and click on it.

IF THAT DON'T WORK: Use a utility such as CCleaner to unistall it.

Then start with a good clean download, preferably the one from your adobe account.   In your adobe account it will be listed as version 21 (That's PSE 2023) that version 21 is the one you need to download.
