Missing PSE 6 Edit Effects in and Filters drop down

I am missing my PSE 6 edit palette bin and the filters dropdown list are greyed out.  I just downloaded my MAC data to a new MacBook Pro and this happened after conversion to new MacBook pro.  Any tried and true help will be appreciated, since I can't get Adobe to respond through their site support help.
