Missing tags created in PSE?

I came back from a holiday & had about 200 photos (jpg)& a few videos (Missing tags mts) & I copied them all into a folder on PC.  I opened them all into PSE 11 Organizer  I changed all numeric file names to a proper description, tagged them all,most with 2 tags,& saved the lot.

If I go to Windows 10,Explorer 64bit, & open the folder I can see that the files names have all changed to then name I nominated.

Only 3 files have the tags displayed.

Where are the rest of the tags?

The 3 with tags only displays 1 tag even though PSE displays 2 each.

Is this a problem with PSE or Windows & can it be fixed?

Should any tags from PSE or other programs be displayed in any program or are they embedded & can only be seen by the program that created them?
