Mouseover in PE
Whenever I would hold the cursor over a tool or feature of PE it would tell me what that tool or feature is. Now it doesn't do that anymore. Is there a way to get that back?

In the Edit>Preferences>General Tab (Ctrl+K), there is an option to turn tool tips on/off:
