Move Elements window to other screen - no resizing

I've installed Photoshop Elements on my new laptop. It has an OLED screen (2880 x 1800). I also have an additional shared screen (1920 x 1080).

If I try to move the started Elements window from the OLED screen to the additional scrren the resizing of the window doesn't work.

The Photoshop Elements Add-on Utilities 2023 window does - however - resize ok.

I do suspect it's a bug in the ordinary Elements window that creates the problem.

All other applications I use do resize the window ok when moved to the additinal screen.  

I've re-installed Photoshop Elements once, no difference.

Also - when still using the Elements window on the laptop OLED screen the toolbars scrolldown text is VERY large. Very difficult to use.

Appreciate any good assistance, help and advice in order to get around this problem.
